			<content:encoded><![CDATA[<p></p><p><strong>Thirst for bonds shows growing fear that recovery is in jeopardy</strong></p>
<p>Mortgage rates headed deeper into record territory this week as rumblings from Europe continue to make the guaranteed bonds that fund most mortgage loans look like a safe bet to investors.</p>
<p>Fears that the European debt crisis will derail the global economic recovery may also be weighing on would-be homebuyers, as demand for purchase loans slipped last week, with applications back down to levels seen a year ago.</p>
<p>Economists at Fannie Mae said in a monthly outlook report released today that they continue to see &#8220;a number of threats that could dampen growth&#8221; this year, including &#8220;substantial risk that investors will lose confidence in the ability of Europe to solve its problems over the intermediate term.&#8221;</p>
<p>Recent elections in Greece and France indicated &#8220;waning public support for austerity, igniting fears that the sovereign debt crisis could develop into a more significant credit crisis that could spill over to countries around the globe,&#8221; Fannie Mae economists Doug Duncan and Orawin T. Velz said.</p>
<p>With the U.S. again approaching its debt ceiling, there&#8217;s also uncertainty over whether the lawmakers here will reach a long-term budget agreement and forestall more than $1 trillion in automatic spending cuts set to begin taking effect at the end of this year.</p>
<p>With Republicans demanding spending cuts and Democrats angling for tax increases, the debate over raising the debt ceiling is &#8220;likely to weigh heavily on financial markets and consumer confidence, potentially dampening growth late in the year,&#8221; Duncan and Velz said.</p>
<p>Several members of the Federal Reserve committee that determines the central bank&#8217;s monetary policy are worried that uncertainty over the budget could lead businesses to defer hiring and investment, according to minutes of the committee&#8217;s last meeting in April.</p>
<p>Although housing sales appeared to be losing steam at the end of the first quarter, Fannie Mae economists are sticking to their projections that total home sales will increase by a little more than 7 percent this year, and that housing starts will jump nearly 20 percent.</p>
<p>Modest economic growth, and uncertainty about the European debt crisis and the U.S. budget talks, should at least serve to keep interest rates low, Fannie Mae economists said. They expect rates on 30-year fixed-rate mortgages to rise slowly back toward 4 percent by the end of the year.</p>
<p>Freddie Mac&#8217;s weekly Primary Mortgage Market Survey showed rates on 30-year fixed-rate mortgages averaged 3.79 percent with an average 0.7 point for the week ending May 17, down from 3.83 percent last week and 4.61 percent a year ago. That&#8217;s a new low in Freddie Mac records dating to 1971.</p>
<p>For 15-year fixed-rate loans, rates averaged 3.04 percent with an average 0.7 point, down from 3.05 percent last week and 3.8 percent a year ago. That&#8217;s a new low in records dating to 1991.</p>
<p>Rates on five-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) loans averaged 2.83 percent with an average 0.6 point, up from 2.81 percent last week but down from 3.48 percent a year ago. Rates on five-year ARMs hit an all-time low in records dating to 2005 of 2.78 percent during the week ending April 19.</p>
<p>For one-year Treasury-indexed ARM loans, rates averaged 2.78 percent with an average 0.5 point, up from 2.73 percent last week but down from 3.15 percent a year ago. Rates on one-year ARMs hit an all-time low in records dating to 1984 of 2.72 percent during the week ending March 1.</p>
<p>Looking back a week, a separate survey by the Mortgage Bankers Association showed demand for purchase mortgages fell a seasonally adjusted 2.4 percent during the week ending May 11 compared to the week before. Demand for purchase mortgages was down 1 percent from a year ago.</p>
<p>There was a 13 percent increase in applications to refinance from the week before, with 28 percent of applicants seeking loans through the Home Affordable Refinancing Program (HARP), which is targeted at underwater borrowers.</p>
<p>In their monthly economic outlook, Fannie Mae economists said the latest numbers show &#8220;some loss of momentum&#8221; in housing activity late in the first quarter.</p>
<p>After a &#8220;robust gain&#8221; in January, existing-home sales fell in March for the second consecutive month. Although first-quarter existing-home sales were much stronger than a year ago, they remained below the pace seen during the first three months of 2010, when federal homebuyer tax credits were still in place.</p>
<p>&#8220;Housing will continue to face many challenges,&#8221; Duncan and Velz said. While the Census Bureau&#8217;s latest housing vacancy survey suggests that the inventory of homes available for sale or rent is shrinking, it also shows a continued rise in the number of vacant homes held off the market.</p>
<p>&#8220;Combined with the still elevated number of seriously delinquent loans, the current environment indicates that the shadow inventory will remain an issue for the housing recovery in coming years,&#8221; Fannie Mae economists said. &#8220;The overhang of the shadow inventory will continue to weigh on home prices.&#8221;</p>
<p>Although low mortgage rates are &#8220;one positive for the housing market,&#8221; lending standards for mortgages remain tight, they noted.</p>
<p>Fannie Mae&#8217;s latest survey of consumer&#8217;s views of housing market conditions, conducted in April, showed some improvement in sentiment among buyers and sellers.</p>
<p>The survey found that on average, Americans expected home prices to increase by 1.3 percent over the next year, up 0.4 percentage points from March and the highest value recorded in the survey&#8217;s two-year history.</p>
<p>Although 71 percent of those surveyed said it&#8217;s a good time to buy, only 15 percent thought it was a good time to sell. And 32 percent of those surveyed said they would rent if they were going to move, up 2 percent from March and the highest level since November 2011.</p>

			<content:encoded><![CDATA[<p></p><p>Bank of America began mailing out more than 200,000 letters this week targeting borrowers thought to be eligible for principal-reducing modifications under terms of the recent settlement the company and four other servicers reached with the federal government and 49 state attorneys general.</p>
<p>To be eligible, a homeowner must owe more on the mortgage than the property is worth today and must have been at least 60 days behind on payments on January 31, 2012.</p>
<p>In addition, the homeowner’s monthly housing costs must be more than 25 percent of gross household income, and the loan must be owned and serviced by Bank of America or serviced for another investor that has authorized the bank to grant principal writedowns.</p>
<p>Officials at Bank of America estimate average monthly savings of 30 percent for customers who qualify for the program.</p>
<p>The North Carolina-based lender said Tuesday that it has already extended about 5,000 trial modification offers involving principal reductions since March, with a potential total of more than $700 million in forgiven mortgage debt. Homeowners are required to make at least three timely trial payments before the modification can be made permanent.</p>
<p>“Building on home retention and payment assistance programs already in place, we are meeting our obligation to deliver this additional relief to our customers following the completion of the recent global mortgage settlement,” said Ron Sturzenegger, Bank of America’s executive over legacy asset servicing.</p>
<p>“To the extent principal reduction and other modification tools help us turn mortgages headed for possible foreclosure into long-term performing loans, it will be positive for homeowners, mortgage investors, and communities,” Sturzenegger added.</p>
<p>The first letters of Bank of America’s mail blitz should start landing in mailboxes this week with the majority of the 200,000-plus identified candidates receiving notice by the third quarter of this year.</p>
<p>Bank of America has committed to slashing $11 billion in mortgage debt for struggling homeowners as part of the settlement agreement reached. But with BofA expecting an average principal reduction of $150,000 for each borrower, crude estimates put the tab potentially as high as $28 billion to $30 billion if a large majority of those targeted respond to the company’s outreach efforts and satisfy the qualifying criteria.</p>

<p>Mortgage rates hit all-time lows this week, but demand for purchase loans is only slightly higher than it was a year ago as tight lending standards and worries about what&#8217;s been dubbed the &#8220;jobless recovery&#8221; continue to weigh on homebuyer demand.</p>
<p>Rates on 30-year fixed-rate mortgages averaged 3.84 percent with an average 0.8 point for the week ending May 3, down from 3.88 percent last week and 4.71 percent a year ago, Freddie Mac said in releasing the results of its weekly Primary Mortgage Market Survey. That&#8217;s a new low in Freddie Mac records dating to 1971, breaking the old record of 3.87 percent set during the first three weeks of February.</p>
<p>For 15-year fixed-rate mortgages, rates averaged 3.07 percent with an average 0.7 point, down from 3.12 percent last week and 3.89 percent a year ago. That&#8217;s also a new low in records dating to 1991, breaking the previous record of 3.11 percent set just three weeks ago.</p>
<p>Rates on five-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) loans averaged 2.85 percent with an average 0.7 point, unchanged from last week but down from 3.47 percent a year ago. Rates on five-year ARMs hit an all-time low in records dating to 2005 of 2.78 percent during the week ending April 19.</p>
<p>For one-year Treasury-indexed ARM loans, rates averaged 2.7 percent with an average 0.6 point, down from 2.74 percent last week and 3.14 percent a year ago.</p>
<p>&#8220;Signs of slowing economic growth and inflation remaining subdued allowed yields on Treasury bonds to ease somewhat and brought most mortgage rates to new all-time record lows this week,&#8221; said Freddie Mac&#8217;s chief economist, Frank Nothaft, in a statement.</p>
<p>Nothaft noted that real gross domestic product rose at a 2.2 percent annual rate during the first quarter of this year, down from 3 percent during the final quarter of 2012 and below the consensus forecast of 2.5 percent.</p>
<p>Annual growth in the core price index of personal consumption expenditures (PCE) was 2 percent in March, which matches the Federal Reserve&#8217;s implied inflation target, Nothaft said.</p>
<p>Although the Federal Reserve&#8217;s Open Market Committee said last week that it expects to maintain &#8220;a highly accommodative stance for monetary policy&#8221; to support a stronger economic recovery, the committee announced no changes to existing policies.</p>
<p>Labor market conditions have improved in recent months but unemployment remains elevated, the committee said in a statement. Despite some signs of improvement, the housing sector &#8220;remains depressed,&#8221; the statement said.</p>
<p>Mortgage broker and syndicated columnist Lou Barnes believes the Fed &#8220;has neither the intention nor capacity to inflate away our debt burden. With (PCE) above 2 percent, the Fed won&#8217;t even embark on something as mild as QE3,&#8221; Barnes said, referring to speculation over a possible third round of &#8220;quantitative easing.&#8221;</p>
<p>Looking back a week, a separate survey by the Mortgage Bankers Association showed demand for purchase loans was up a seasonally adjusted 2.9 percent during the week ending April 27 compared to the week before. Purchase loans demand was up 3 percent from the same week a year ago</p>
<p>The National Association of Realtors last week reported that pending sales of existing homes jumped a seasonally adjusted 4.1 percent from February to March, to the highest level since April 2010. Pending sales were up 10.8 percent from the same time a year ago on a non-seasonally adjusted basis.</p>

			<content:encoded><![CDATA[<p></p><p><em><strong>A new development is catching home buyers off guard as the spring sales season gets under way: Bidding wars are back!</strong><em></p>
<p>From California to Florida, many buyers are increasingly competing for the same house. Unlike the bidding wars that typified the go-go years and largely reflected surging sales, today&#8217;s are a result of supply shortages.</p>
<p>&#8220;It&#8217;s a little surprising because we thought bidding wars were done with,&#8221; said Andy Aley, who is looking to buy his first home in Seattle&#8217;s Beacon Hill neighborhood. The 31-year-old attorney was outbid this year when he offered up to $23,000 above the $357,000 listing price and agreed to waive inspections and other closing conditions.</p>
<p>Competitive bidding in the current environment isn&#8217;t producing huge price increases or leaving sellers with hefty profits, as occurred during the housing boom. Still, the bidding wars caused by tight inventory provide the latest evidence that housing demand is starting to pick up after a six-year-long slump.</p>
<p>An index that measures the number of contracts signed to purchase previously owned homes rose in March to its highest level in nearly two years, up 12.8% from a year ago and 4.1% from February, the National Association of Realtors reported on Thursday.</p>
<p>&#8220;We very much believe we&#8217;ve hit bottom,&#8221; said Ivy Zelman, chief executive of a research firm, who was among the first to warn of a downturn seven years ago. Earlier this week, she raised her home-price forecast for the year, calling for a 1% annual gain, up from a 1% decline.</p>
<p>The Wall Street Journal&#8217;s quarterly survey found that the inventory of homes listed for sale declined sharply in all 28 markets tracked. Real-estate agents consider a market balanced when there is a six-month supply of homes for sale. At the height of the housing crisis, in 2008, there was an 11.1-months&#8217; supply. In March, there was a 6.3-months&#8217; supply.</p>
<p>Inventory levels in many markets were at the lowest level in years. At the current pace of sales, it would take just 1.5 months to sell all the homes listed in Sacramento, Calif., and 2.4 months to sell all the homes listed in Phoenix. San Francisco and Washington, D.C., each have 3.4 months of supply, while Miami has 4.1 months of supply.</p>
<p>Other markets have plenty of homes. Chicago, for example, has 9.4 months of supply, while New York&#8217;s Long Island has 16.1 months of supply. Even in those markets, the number of houses for sale is edging down.</p>
<p>Increased competition is frustrating buyers and their agents. &#8220;We&#8217;re writing a record number of offers, but we&#8217;re not seeing a record number of closings and that&#8217;s because it&#8217;s so competitive,&#8221; said Glenn Kelman, chief executive of real-estate brokerage Redfin Corp. in Seattle with offices in 14 states.</p>
<p>Nearly 83% of offers that Redfin agents have made on behalf of clients in the San Francisco Bay area this year and 71% in Southern California have had competing bids. Redfin represented a buyer that made the winning bid on a Gaithersburg, Md., home earlier this month after agreeing to adopt the dog of the seller, who was relocating and looking to find a new home for &#8220;Buddy,&#8221; a white toy poodle.</p>
<p>Inventories are declining for a number of reasons. Some sellers, unwilling to accept prices that are still down from their peak by one-third, are taking their homes off the market in anticipation of higher prices down the road. Meanwhile, investors have been outmaneuvering consumers for the best properties, often making cash offers that are quickly accepted by sellers.</p>
<p>In addition, some economists say that inventory levels are being held artificially low because Fannie Mae, Freddie Mac and the nation&#8217;s biggest banks have been slow to list for sale hundreds of thousands of foreclosed homes they currently own. The lenders slowed down foreclosure sales and repossessions after record-keeping abuses surfaced 18 months ago.</p>
<p>Banks and other mortgage investors owned nearly 450,000 foreclosed properties at the end of March, and another two million mortgages were in some stage of foreclosure.</p>
<p>Inventories could rise, putting more pressure on prices, if the banks and other lenders step up their efforts to sell their properties. Real-estate agents say they aren&#8217;t concerned. &#8220;There&#8217;s an enormous appetite for foreclosures. Release the inventory. It will sell,&#8221; said Richard Smith, chief executive of Realogy Corp., which owns the Coldwell Banker and Century 21 real-estate brands.</p>
<p>The declining inventory of older homes is spurring sales of new homes. New home sales are up 16% so far this year, compared with a year ago, while inventories of new homes fell in March to their lowest level since record keeping began in 1963.</p>
<p>Meritage Homes Corp., a builder based in Scottsdale, Ariz., reported Thursday a 36% increase in orders for the quarter ending in March versus the previous-year period.</p>
<p>Even though bidding wars are pushing prices higher, many homes are still selling for prices far lower than a few years ago. Increased demand is &#8220;entirely affordability driven, which tells me there will be strong resistance to price increases&#8221; by buyers, says Jeffrey Otteau, president of Otteau Valuation Group, an East Brunswick, N.J., appraisal firm.</p>
<p>Rents are rising at a time when mortgage rates have fallen to very low levels. The result is that the monthly mortgage payment on a median-priced home is lower than any time since the 1990s. Freddie Mac reported on Thursday that mortgage rates fell to 3.88% for the average 30-year fixed rate mortgage, near its lowest recorded level.</p>
<p>Rates are &#8220;so low that we can afford a house that was out of our price range before,&#8221; said Aarthi Srinivasan, who is looking with her husband for a home around Palo Alto, Calif., one of the country&#8217;s hottest real-estate markets.</p>
<p>Ms. Srinivasan says she fears that prices are being bid up too quickly. She says she had her &#8220;aha moment&#8221; earlier this year while touring a 50-year-old house that needed extensive remodeling. The home, listed at $1.1 million, received nearly 10 offers and eventually went under contract for more than $1.3 million to a buyer who hadn&#8217;t even viewed the property.</p>
<p>&#8220;There are only so many buyers who are going to be in such a hurry, so we&#8217;re hoping it&#8217;ll top off soon,&#8221; she says. On Monday, they offered to pay more than the $1.2 million list price for a four-bedroom, bank-owned foreclosure. They haven&#8217;t found out if they made the top bid.</p>
<p>On the other side of those transactions are sellers like Debbie and Bill Wetherell, who had 17 offers in four days for their four-bedroom home in Danville, Calif. &#8220;I was floored. It was so fast, it was surreal,&#8221; says Ms. Wetherell. The home sold on Wednesday for $796,000, more than $50,000 above the asking price.</p>
<p>Still, the sale is for nearly $180,000 less than what they paid for the house in 2005. Ms. Wetherell&#8217;s husband has commuted to Reno, Nev., for five years and they have decided to relocate.</p>
<p>Housing markets face other headwinds. More than 11 million homeowners owe more than their home is worth. It is a big reason that the &#8220;trade-up&#8221; market has been stalled. These homeowners can&#8217;t sell their current homes, let alone come up with the down payment for their next home.</p>
<p>Mortgage-lending standards remain tough. Real-estate agents say an unusually high share of deals are falling apart because homes won&#8217;t appraise at the price that buyers have agreed to pay sellers.</p>
<p>Still, borrowers with stable jobs are looking to make deals. Kelly Pajela-Fu and her husband offered to pay the asking price of $600,000 for a four-bedroom home in Marblehead, Mass., within a day of the property hitting the market.</p>
<p>&#8220;We just knew this house would go quickly,&#8221; says Ms. Pajela-Fu, a 31-year-old doctor who had lost out on an earlier offer. Their strategy to avoid a bidding war paid off: The sellers accepted their offer before having an open house.</p>

Most buyers have a wish list of features they&#8217;d like to have in a home. Often missing from that list is how salable the home will be when they later decide to sell.</p>
<p>Generally, buyers deal indirectly with resale value. They want a home they can buy at market value or less. They want to buy a home that will retain its value. They want to buy a home that will suit their needs. They want to buy a home they can make their own.</p>
<p>A listing that&#8217;s priced low to sell fast may be one that will have good resale value only if you use this marketing strategy. The low price may offset an incurable defect, such as a location on a busy street.</p>
<p>There&#8217;s nothing wrong with buying a home on a busy street as long as (1) you buy it at a price that reflects the location issue; (2) it suits your long-term needs; and (3) you understand that you will probably have to discount the price accordingly when you sell, depending on the market at the time. </p>
<p>In a hot seller&#8217;s market, buyers are desperate to buy. They often overpay, and they are more likely to overlook defects that they would shun in a sour market.</p>
<p>Resale value has become a bigger issue since the housing recession began five years ago. Buyers are more cautious in their homebuying decisions. They don&#8217;t want to buy just any home; they don&#8217;t want to make a mistake and end up wanting to move in a slow market in which they might lose money.</p>
<p>The homes that hold their resale value well are the ones that appeal to a broad cross section of buyers; offer a good floor plan that works for different lifestyles; have a good amount of space but are not enormous and expensive to maintain; and exhibit a pride of ownership. They should also be in good condition.</p>
<p>Location is also a critical element of resale value. There are market niches that are always in demand, in both hot and soft markets. For example, there are always buyers for homes in the Rockridge neighborhood of Oakland, Calif., and the adjacent Elmwood neighborhood in Berkeley. Both are conveniently located to shops, cafés and a Bay Area Rapid Transit (BART) stop for easy commuting to work.</p>
<p>That&#8217;s not to say that every listing in these areas sells quickly. To sell, it needs to be priced right for the market.</p>
<p>It&#8217;s easier to recognize a home with good resale value in the current market than it was in the bubble market of 2005 and 2006 when virtually all homes sold in many areas. In a soft market, the homes that sell within 30 to 60 days are either good homes or good deals.</p>
<p>Ideally, you want to buy a home that has good resale value. Not one that&#8217;s just a good deal. There&#8217;s no urgency to buy now in many areas, although it would be nice to take advantage of record-low interest rates. But you shouldn&#8217;t buy a home that won&#8217;t work for you long term just to lock in a great interest rate.</p>
<p>Even though there are a lot of homes for sale on the market, in many areas there is a not a surplus of quality inventory on the market. One reason for the lack of quality homes on the market is that many sellers are waiting for a better time to sell. Another reason is that homes with good resale value don&#8217;t tend to change hands that often.</p>
<p>THE CLOSING: There may be good news ahead. Leslie Appleton-Young, chief economist for the California Association of Realtors, predicts that sellers who have been waiting for a better time to sell may decide they&#8217;ve waited long enough and list their homes for sale in 2012.</p>
